Serving. Protecting. Leading. Larry Harmel stands apart as one of the nation’s top public safety officials.

He is also a devoted family man and community leader working to make life better and safer for the people of his community, county and state.

Larry’s career began in the ranks of the Maryland State Police in 1966. And through hard work, dedication and commitment, resulted in Larry rising to the rank of Lt. Colonel and Deputy Superintendent and Chief.

Throughout a distinguished 31-year career, Larry forged a reputation as a respected, law enforcement authority while serving in command positions in the areas of homeland security, transportation and marine safety, drug and criminal enforcement, and executive protection.

Over the years, Larry’s accomplished record has been recognized by such prestigious organizations as the United States Secret Service, Department of State and the Federal Bureau of Investigation (FBI).

Upon retiring from the Maryland State Police in 1997, Larry went on to become Chief of Police with the Maryland Transportation Authority Police Department.

In his seven-year tenure as the Authority’s Chief of Police, he restructured the agency and transformed it into one of the premiere agencies of its type in the nation.

As a result of Larry’s leadership and management, the Maryland Transportation Authority Police Department gained nation accreditation, and received numerous awards and honors for excellence in law enforcement and highway safety.

Larry served as the Executive Director, Office of Law Enforcement Coordination for the Johns Hopkins University, School of Education, Division of Public Safety Leadership, as well as his current position of Executive Director of the Maryland Chiefs of Police Association.

During his career, Larry constantly sought to improve his skills and broaden his knowledge. He attended the Senior Executives in State and Local Government Program at Harvard University, School of Management and went on to earn his Bachelor and Masters of Science degrees in Management from the Police Executive Leadership Program at Johns Hopkins University.  

Born and raised in Essex, Larry Harmel is east side through and through. He is a graduate of Kenwood High School and has been active in the community ever since.  A former president of the Essex Little League, Larry served as a youth coach for the Baltimore County Recreation Council and was a proud member of the Board of Directors, Maryland Special Olympics.

Larry and his wife Elaine have been married for 45 years. They are members of Orem’s Methodist Church and have two sons who are both law enforcement officers.

In running for the House of Delegates, Larry looks to continue serving, protecting and leading the way to making his community’s voice heard in Annapolis.

“Our District needs someone who truly understands what our citizens need,” Harmel said. “Better jobs, more opportunity, affordable higher education, smarter development and safer neighborhoods. Those will all be my top priorities."
